CARMEN CATIZONE

Carmen Catizone is a founding partner in Catizone, Luce & Menighan, LLC. Carmen Catizone is a pharmacist and former Executive Director/CEO of the National Association of Boards of Pharmacy (NABP). As CEO of NABP, he was responsible for its executive governance, the day-to-day operations of an association of 200 personnel (staff and independent contractors), and development and implementation of the Association’s mission, vision, and strategic plan. While CEO, NABP’s annual operating budget grew
from less than $1 million to $40 million. His expertise in state regulatory issues with the state boards and jurisdictions responsible for regulating pharmacists, technicians, pharmacies, wholesale distributors, and other entities in the pharmaceutical supply chain is extensive. Carmen served as liaison to the Food and Drug Administration (FDA) and the Drug Enforcement Agency (DEA). He worked with the FDA and DEA on a myriad of public health issues and regulatory initiatives and projects. He also serves as an expert witness for the DEA and US Attorneys across the US in administrative and criminal actions. He is a co-founder of the Tri-Regulator collaborative, working with the Federation of State Medical Boards (FSMB) and National Council of State Boards of Nursing (NCSBN) on issues of mutual interest and team-based care and regulation.
DAN LUCE

Dan Luce is a founding partner in Catizone, Luce & Menighan, LLC. Daniel F. Luce is a graduate of the University of Wisconsin – Madison school of pharmacy. He recently retired after nearly 32 years with Walgreens. He was most recently the Vice President of Pharmacy Affairs in the Pharmacy Services. He was the primary Walgreen liaison with Boards of Pharmacy and interacted with many state legislatures. Dan’s activities were centered on advancing the practice of pharmacy by utilizing new technologies that allow
pharmacists to focus on patient care. He completed his Master of Business Administration degree in 1994 with an emphasis in Finance and Strategic Management. Dan is a former member of the Wisconsin Board of Pharmacy (1996 to 2004) and served two terms as Chairman. He is active in the National Association of Boards of Pharmacy (NABP) and served on many committees. Dan is a founding member of the Pharmacy Society of Wisconsin (PSW). Dan served on the PSW Chain Advisory Board (2008 to 2019) as Chair. Dan is a member of the University of Wisconsin School of Pharmacy Board of Visitors (2003 to present). He was also elected by the membership of the American Pharmacists Association to a 3 three-year term (2004 to 2007) on the APhA Board of Trustees. He served on the APhA Government Affairs Committee (2006 to 2011) and was the Chair for three years. Dan was appointed to a four-year term on the APhA Foundation Board of Directors for a term which began March 2010. He served the last two years of his term as the president of the Foundation. Dan served on the Board of Directors of the Center for Pharmacy Practice Accreditation (CPPA) (2012 to 2015).
TOM MENIGHAN
BSPharm, MBA, ScD (Hon), FAPhA CEO Emeritus
Dr. Menighan is a founding partner in Catizone, Luce & Menighan, LLC. He is the former EVP and CEO of the American Pharmacists Association (APhA). He has founded or partnered in multiple self-funded and venture funded companies including community, homeinfusion, specialty pharmacy and telehealth, DUR, internet technology, supply chain integrity, and distribution auditing, Menighan is a board member of USP and the International Pharmaceutical Federation, Pharmacy Quality Solutions (PQS) and a founding board
member in PursueCare, a company that supports patients in recovery.Throughout his career, Menighan has served numerous volunteer leadership roles in pharmacy, including the elected President of APhA. In addition to serving as CEO of APhA from 2009 to 2020, Menighan served staff roles there 25 years ago as head of externalaffairs, state affairs, public relations, new business development, and practice management issues. He received his pharmacy degree from West Virginia University School of Pharmacy and an MBA from Averett College. He has been awarded honorary doctorates from WestVirginia University and the University of Charleston.
